SNK has released the official PC system requirements for The King of Fighters XV (on the Steam store page).
According to the specs, PC gamers will need at least an Intel Core i5 with an Nvidia GeForce GTX 770 or AMD Radeon R9 280. SNK recommends using an Intel Core i7 with an Nvidia GeForce GTX 1060 or AMD Radeon RX 480. Surprisingly, SNK did not specify the amount of RAM. which the game will need. It can be assumed that the game will require 6-8 GB of RAM.
