The Kyiv City State Administration found a violation of the memorandum by some electric scooter rental operators - they changed the map of speed limit zones and traffic bans

Kyiv City State Administration recorded violations of the terms of the Memorandum by electric scooter rental operators. The most responsible of the operators was Scroll, and the systemic violators were BikeNow, Bolt and Zelectra.

In particular, the requirement to apply stencils in places of orderly parking of scooters remains unfulfilled.

Also, a number of operators violated the condition of a complete ban on traffic in some pedestrian areas of the capital: on the Landscape Alley, the pedestrian part of the street. Sagaidachny and in Shevchenko Park.

But most importantly – some operators arbitrarily changed the map of speed zones up to 14 km / h and excluded from the territory of such restrictions part of the historic center of Kiev.

Together with Oleksiy Kuleba, the first deputy head of the Kyiv City State Administration, who coordinates the structural units responsible for the city’s improvement, Kyiv demanded that the companies eliminate these violations, the deadline being October 15.

“We are for dialogue, but against deception. And we reserve the right to respond accordingly, “said Deputy Chairman of the Kyiv City State Administration Konstantin Usov.

It will be recalled that on June 24, 2021, the Kyiv City State Administration signed a memorandum of cooperation with operators of electric scooter rental services in Kyiv, which regulates their safe use in the city. The document was signed by all seven companies that at that time provided electric scooter rental services in the city: Bolt, Scroll, BikeNow, Kiwi, Zelectra, Vzhooh and Jet.

According to the text of the memorandum, the operators undertook the following commitments:

reduce the speed of electric scooters to 20 kilometers per hour, and in some pedestrian areas (parks, streets) – up to 14 kilometers per hour; arrange parking for scooters with markings in certain places; monitor the technical condition of scooters; distribute security features (bracelets, mirrors), provide users with insurance in the amount of 100 thousand hryvnias, conduct training on the rules of use of scooters and inform about safety rules in the application

In turn, the Kyiv City State Administration undertook to take measures for the rapid development of cycling infrastructure, including an increase in the number of cycle paths and cycle lanes.
