The action in this scene took place at the very beginning of the film, according to the leaked script a long time ago. And in it, the Scarlet Witch beheads the sorcerer who hunted her.
The studio decided to cut this scene so as not to reveal Wanda as an antagonist too soon and probably save Mordo from the 616 universe for future projects.
