Blizzard on the official forum World of Warcraft Classic announcedthat with the release of the Wrath of the Lich KIng Classic pre-patch, so-called “fresh servers” will appear in the game. On them, players will swing from level 1, but with skills and a talent tree from a fresh addon.
Players have been asking for such an initiative for a long time, so as not to feel left behind at the start of each “classic” addon – this is especially interesting for beginners WoW Classic. At the same time, there was no such option in Burning Crusade Classic.
Blizzard has also released a list of restrictions on such “fresh servers”:

At least 90 days it will be impossible to buy a service to raise the level of the character

For at least 90 days it will be impossible to transfer a character from one world to another

Death Knights will not be created on these servers if the player does not have any other hero below level 55
In addition, the developers announced that Wrath of the Lich King “fresh servers” will include all dungeons and zones of WoW Classic and Burning Crusade. Northrend will not open until the official start of the addon.
Wrath of the Lich King Classic will launch this year, presumably in September.
