In recent weeks, controllers have been in short supply in some of the major markets where Xbox consoles are officially introduced. Large retail stores like Amazon in European countries (France, Germany, Holland, etc.) are experiencing a particularly clear shortage of Xbox controllers. Controllers cannot be bought at all, or only options at increased prices and used gamepads are available for sale.
Microsoft confirmed to the portal VGCthat there really is a shortage of gamepads due to supply disruptions:
We know it can be difficult to find Xbox Wireless Controllers right now due to supply outages. We are working as quickly as possible with our manufacturing and retail partners to improve this. Please check with local retailers for availability.
