Kommersant journalists claim that in June of this year, “about 60% of laptops” were delivered to Russia without an operating system, and in the spring there were only 40% of such devices, and at the beginning of the year – less than a quarter.
Deliberate refusal to purchase devices with a pre-installed OS is an attempt to restrain the growth in equipment, according to experts. In their opinion, the situation may contribute to an increase in demand for unlicensed copies of the OS. And the Ministry of Digital Development expects to make it mandatory to pre-install domestic systems on imported equipment.
Recall that Microsoft limited sales in the Russian Federation and Belarus on March 4 amid geopolitical events. According to a representative of a major distributor, “it is highly unlikely” that Microsoft could start blocking Windows based on the IP addresses of users from Russia: “The American vendor did not do this even at a time when pirated versions of the OS were distributed in Russia.”
The government is preparing to take advantage of the growth in the share of sales of “blank” laptops. The Ministry of Digital Transformation told Kommersant journalists that the issue of mandatory pre-installation of Russian operating systems is currently being worked out. Among them, the ministry names Astra Linux and Viola OS, but specific conditions have not yet been named.
