The Ministry of Digital Development of Russia is currently working on the terms of a program for the return of IT specialists to the Russian Federation, the head of the ministry, Maksut Shadayev, told TASS. According to him, the main thing in this is not even a question of economic conditions, but security guarantees – specialists must understand that they have nothing to fear in the country.
“We are trying to formulate what should be done additionally in order to remove the fears and fears of those who left. We are now looking, discussing what could give certain guarantees to those who left, what level of guarantees [тут может быть]the minister told a TASS correspondent.
Shadayev has previously opposed the introduction of any punitive measures against employees who have left. In November, he stated that there should be no restrictions on this issue. Moreover, such conditions must be created for specialists so that they want to return to Russia and work here. Therefore, the ministry is faced with the task of developing a reverse relocation program to show that it is possible to work safely in the country, he added.
According to a survey by HR-holding Ventra, conducted in early September, about 31% of IT specialists either left Russia for other countries or plan to leave the country within the next year. And by the end of September, there were even more people who wanted to leave.
On September 22, the Association of Software Developers (ARPP) “Domestic Software” applied to the Ministry of Digital Development with a request to grant a deferment to employees of IT companies. On September 23, the Ministry of Defense of the Russian Federation added IT specialists to the category of people who are subject to a deferment from mobilization.
