The website of the Ministry of Justice of Russia today updated the list of organizations or public associations in respect of which a court decision on liquidation or prohibition of work in accordance with the law “On Counteracting Extremist Activity” has come into force. The list includes the American company Meta*, which owns Facebook*, Instagram* and WhatsApp.

In early March, against the backdrop of the Ukrainian events, Meta* allowed the publication of calls for violence against Russian military personnel on its platforms. On this basis, the Prosecutor General’s Office of Russia demanded that the company be recognized as an extremist organization – the corresponding claim was satisfied by the Tverskoy Court of Moscow on March 21. This resulted in a ban on Meta* activities in Russia in terms of the implementation of Facebook* and Meta* social networking projects. At the same time, both in court and in the list of the Ministry of Justice, it is noted that restrictive measures against the company do not apply to the WhatsApp messenger “due to the lack of functions for the public dissemination of information.”
On October 11, a decision similar to the Ministry of Justice was made by Rosfinmonitoring – Meta* was included in the national part of the List of terrorists and extremists. Organizations from this list are deprived of the opportunity to receive banking services from the country, and the funds in their accounts are frozen.
* Included in the list of public associations and religious organizations in respect of which the court made a final decision to liquidate or ban activities on the grounds provided for by Federal Law No. 114-FZ of July 25, 2002 “On countering extremist activity.”
