Russian electronics manufacturers demanded from the Government to lift the ban imposed in March 2022 on the export of domestic and foreign electronics from the country. According to the industry, this measure was necessary until the mechanism of parallel imports was debugged.
According to CNews, a letter with a request to lift the ban was sent to the Ministry of Digital Development by the Association of Electronics Developers and Manufacturers (ARPE; includes MCST, Norsi-trans, Promobit, etc.) and the Association of Trading Companies and Producers of Electrical Household and Computer Equipment (RATEK; includes DNS, Huawei, Sony, M.Video, Citylink, Yandex.Market, etc.). An interim decision of the Government of the Russian Federation, adopted in March 2022, obliged companies to obtain a special permit for the export of equipment to the EAEU countries.
According to representatives of the ARPE, the export permit procedure was introduced in conditions when prompt replenishment of product stocks was impossible, including due to legislative restrictions on parallel imports and insufficient capacity of independent supply chains. Now Russian customers and suppliers of products have changed to deliveries through independent channels of parallel imports, the ARPE letter says.
Due to further restrictions, according to ARPE, Russian enterprises have difficulties in returning defective consignments of goods abroad, as well as in exporting electronic equipment after maintenance and repairs carried out in Russia. According to the representative of RATEK, the situation is especially difficult with the provision of after-sales service in the EAEU countries for goods produced in Russia, since it is not easy to export spare parts.
The Ministry of Economic Development explains that during the period of restrictions on the export of certain categories of goods from the country, the risks of a possible re-export of equipment have been significantly revised. At first, restrictions were imposed on more than 3.8 thousand commodity items, now their number has decreased to 1.7 thousand. The Ministry continues to work to reduce the list of goods restricted for export.
