About 100,000 IT specialists left Russia in 2022, which is about 10% of their total number in the country, Maksut Shadayev, head of the Russian Ministry of Digital Development, said during a “government hour” held on Tuesday in the State Duma.

“Indeed, in our country, if we take two waves of departure of IT specialists, then up to 10% of employees of IT companies left the country and did not return. If we take the total, about 100 thousand IT specialists are outside our country,” the official said, noting that of those who left, the majority (about 80%) continue to work in Russian companies.
Shadayev stressed that the Ministry of Digital Transformation opposes severe restrictions on remote work for IT specialists who have left. “The key measure that we now propose to discuss after all is not to impose severe restrictions on the possibility of remote work for such employees, because this, of course, will push them to get a job in foreign companies,” said Shadayev. He clarified that such a format of work is unacceptable for those involved in the development of state information systems.
Last month, it became known that the ministry was preparing a program for the return of IT specialists to the Russian Federation.
