According to “Kommersant”The Ministry of Digital Development is working on a bill that will allow for compulsory licensing of foreign software, even if its developers have ceased operations in Russia.
In addition, a mechanism is being developed that will allow Russian companies to transfer payment for the use of software to special accounts on demand of the right holder. The Ministry of Digital Development points out that “after foreign software developers leave the Russian market, the issue of its use is of particular relevance and requires regulation.”
It is reported that the initiative “is being worked out in a mode closed from the market.” The Ministry of Digital Development has not yet commented on the media information.
