Unbranded RTX 4090 video card spotted in China, with a blower cooler

In China, an RTX 4090 video card has been spotted with a blower cooler. Who made it is unknown, and whether that blower is really capable of cooling the 450 watt card is still the question. The big advantage of these types of blower coolers is that all the hot air comes out the back of the PC.
