The Minister of Foreign Affairs of Ukraine Dmitry Kuleba said that until the last days before the full-scale invasion of Russia, European intelligence did not believe in Russian aggression.
Only the United States was sure that the invasion, including the attempt to seize Kyiv, would take place.
“At that time there was a big split between Americans and Europeans in assessment. On February 19, at the Munich Security Conference, I stood in a circle of very influential European ministers who told me: “Dmitry, don’t worry, we are convinced (we have intelligence, we have everything) that there will be no full-scale invasion, the Americans are exaggerating the threat.”
“The only ones at that moment who spoke about the inevitability of a full-scale invasion were the United States,” Kuleba said.
