The explanatory note to the draft decree states that the transfer of 100% of the shares of JSC GLONASS to Roscosmos will accelerate the commercialization of the products and services of the state corporation.
“Having the qualifications and the necessary experience, JSC GLONASS is able to become the operator of an ecosystem of products and services created by the state corporation Roscosmos and created by JSC GLONASS, which ensures the selection and provision of the optimal set of products and services for the consumer on a turnkey basis,” reports in the document.
According to the explanatory note, the cost of operation and development of the State Automated Information System (GAIS) “ERA-GLONASS” is about 1.5 billion rubles. Moreover, since 2018, the maintenance costs (GAIS) of ERA-GLONASS are fully borne by GLONASS JSC, without attracting state budget funds.
The document also notes that the revenue of GLONASS JSC directly depends on the situation in the Russian automotive market, which, according to the Association of European Businesses, decreased by 60.8% last year, and, as experts expect, will remain at this level this year. drop another 10-20%.
