Ukrainian officials continue to promise to introduce facilitated customs clearance of cars through the Diya system. Recall that Prime Minister Denys Shmihal spoke about this at the beginning of the summer of 2022. Then it was expected that the service would be launched before July 1 (however, he did not specify the year at that time). And for the first time, the government started talking about customs clearance through the Diya application in May, and in September the Cabinet of Ministers approved the corresponding pilot project. Although the situation has not changed to this day, there are still shifts in this matter.
According to the Ministry of Digital Development, work is now underway on the legislative framework to make it possible to clear cars in digital format. This will simplify the process and make corruption schemes impossible.
According to the plan, the cost of the duty will depend only on three parameters of the car: the year of manufacture of the car, the type and size of the engine (power in the case of electric vehicles). It will be enough to enter these parameters into the calculator, and then the system will automatically calculate the cost of customs clearance of the car.
“For example, you have a 2022 Mitsubishi Outlander. On gasoline and with an engine capacity of 2 liters. Under the new rules, pay UAH 5,280 instead of UAH 19,320,” writes Mikhail Fedorov, Minister of Digital Transformation of Ukraine.
The Ministry of Digital Development believes that the new calculation algorithm and the service in a few clicks through the Diya system will eliminate the human factor and the corruption component. In addition, the new mechanism will simplify life and save money for thousands of Ukrainians.
Now on the Diya website, a calculator for calculating the cost of customs clearance of a car is already working in test mode. Interested parties can use it, and also leave your feedback about the new system of calculation.
The service is being implemented by the Ministry of Digital Transformation and the State Customs Service with the support of USAID/UK aid of the Transparency and Accountability in Public Administration and Services/TAPAS project.
