In early October, as you know, the US authorities made a new attempt to restrict the export of lithographic equipment to China, and since the beginning of this year, they have been actively negotiating to synchronize these efforts with Japan and the Netherlands. The latter are more dependent on the Chinese market than American competitors, and therefore for a long time and carefully negotiated the terms of the deal with the United States, which have not yet been made public.
According to DigiTimes, citing sources among equipment suppliers, even in such conditions, Chinese customers retain the ability to buy their products in small quantities and without too much publicity.

You can be convinced of this at least taking into account the summer discoveries of third-party experts, who found out that the Chinese SMIC supplies one of its customers with chips whose characteristics are close to the 7-nm process technology, and this has been happening since the summer of 2021. Even the head of the Dutch ASML admitted this month that Chinese manufacturers will sooner or later create the necessary equipment, and this is only a matter of time.
