The first smartphone recognized as domestic in accordance with the number of points assigned to it according to the new system of points has been added to the register of Russian radio-electronic products of the Ministry of Industry and Trade. We are talking about the R570E model manufactured by F + tech (part of the F + tech-Marvel Group of Companies). The examination assigned the model 132 points of “domesticity”. However, experts believe that manufacturers can resort to various tricks to get high results.

The draft resolution on the introduction of a point system for determining the degree of “domesticity” of electronics was approved by Prime Minister Mikhail Mishustin in September last year. Each of the operations of the technological process is assigned a certain number of points depending on the level of localization in Russia. The origin of the electronics elements is also evaluated.
The main market for domestic electronics is the public sector and large corporations. Some experts expect that the F + tech R570E model will be quite in demand, since the Aurora OS, under which it runs, is the most mature of all domestic operating systems for mobile devices on the market – other options are poorly suited for compact displays.
To get into the register of one or another type of electronics, there is its own number of points, and over time it will grow – if, for example, today for a PC this indicator is 100 points, then from 2024 it will grow to 140 points. At the same time, products included in the register are given absolute priority in public procurement. It is known that after the introduction of the point system since April of this year, the registry has decreased from 7.7 thousand models to 4 thousand.
According to Vedomosti with reference to a representative of the Ministry of Industry and Trade, F + tech confirmed the production in Russia and the level of localization of the smartphone. At the same time, by 2024, this level will need to be increased and re-examined at the Russian Chamber of Commerce and Industry. The R570E running Aurora OS and Android 10 is assembled at the facilities of GS Group in the Kaliningrad region – soldering, surface mounting, assembly, calibration, firmware and porting of domestic operating systems are carried out in our country. At the same time, the component base is still Chinese. It is known that the model received a shock-resistant case, a 5.7-inch IPS screen, an eight-core MediaTek chip, a 5080 mAh battery, an accelerometer, a distance sensor, light and a gyroscope.
Although the presence in the registry is the most important factor for successful participation in public procurement – such electronics are purchased in the first place without fail, Russian vendors can use tricks in further production. The manufacturer only needs to demonstrate the possibility of production in Russia, but everything can be produced in China, or a model with a Russian component base is included in the register, and mass production is also organized in the Celestial Empire from Chinese components. In addition, there is a chance of scoring points through simple operations such as localizing cable assemblies, testing and flashing devices.
