Completing the quest Legal Rights Society in Honkai: Star Rail
You can open the Legitimate Rights Society mission after meeting certain conditions:
Reach Mastery level 7. Complete the “You Can Run, But You Can’t Hide” story mission from the “Into the Dry Winter Night” line.
After that, two necessary locations will be available on the map – the Administrative District and the Waste Passage. It is in them that you can complete a secret assignment.
Telephone booth in the Administrative District
Start your exploration from the booth located at the Golden Theater in the north of the Administrative District.
Interact with her and select “So let’s see what’s here‘ to make the first call. Answer it “River Island!” and speak with a representative of the Legal Rights Society.
