The Ministry of Digital Development has prepared a draft government decree that defines the mechanisms for identifying clients by Russian hosters – companies providing hosting services for equipment, data and websites will be obliged to carry out this procedure from December 1, 2023.

Identification of clients of hosting companies can be carried out in four ways, says the document on the “Federal Portal of Draft Regulatory Legal Acts”: using “State Services” and the Unified Biometric System, enhanced qualified electronic signature (UKES), transfer of funds from a bank in Russia or another EAEU country, as well as personal appearance with documents. For an individual, this may be a passport or other identification document; for individual entrepreneurs – passport and extract from the Unified State Register of Individual Entrepreneurs; for a representative of a legal entity – an extract from the Unified State Register of Legal Entities and a document confirming the authority to conclude an agreement.
Companies providing hosting services are subject to state regulation based on amendments to the federal laws “On Communications” and “On Information”, which were signed by the president of the country on July 31. The new norms require hosters to cooperate with law enforcement agencies and Roskomnadzor, and Roskomnadzor must maintain a register of hosting companies, entry into which is necessary to carry out this activity in Russia. New versions of the laws do not allow sites operating in Russia to register new users without a Russian phone number or email address.
