Already Happening on WhatsApp Beta
This new policy already applies to WhatsApp beta users, and will be implemented for regular users in the next few months. While this may seem like a big change, a similar policy has long been in place for iOS device users, where chat backups were limited to the available iCloud storage quota, which was only 5 GB on the free tier.
Currently, Google provides 15 GB of free cloud storage with every account. However, this storage is shared between various services such as Gmail, Google Photos, and others. Users using WhatsApp on Android devices may need to subscribe to Google One service to fully back up their chats along with media files.
Google has been actively promoting its service, Google One Cloud. Most notably, the company stopped offering unlimited free storage on Google Photos, prompting many users to subscribe to Google One to continue backing up their photos and videos.

How to Backup WhatsApp Chats for Free on Google Drive?
If you have enough free storage on Google Drive within the 15 GB quota, you can continue backing up your WhatsApp chats for free. Additionally, you can delete unwanted content from WhatsApp to reduce the file size before uploading it.
Additionally, WhatsApp allows users to back up only text messages without media (photos and videos), which can significantly reduce the size of chat backups.
