Minister of Digital Transformation Mykhailo Fedorov announced the possibility of reporting the lack of connection in the Diia application. It will work even in offline mode.
“Later, you will be able to report connection problems to Diia, even when you are offline. When the connection is restored, the information will be pulled up. We will analyze the feedback and work on stabilizing the connection further.”
Fedorov also spoke about the measures that are planned to establish communications during power outages. The following steps have already been taken:
The National Center for Operational and Technical Management of Telecommunication Networks (NCM) has updated its requirements for mobile operators. They must provide 25% of their own network with generators to operate for more than 72 hours. The rest of the network must operate on batteries for 10 hours. Inspections of operators’ compliance with state requirements have been strengthened. They will report on the operation of the network to the NCM quarterly, and they will be inspected by the National Commission for the Regulation of Electronic Communications (NCEC). Telecom operators will be able to submit an application to the Regional Power Company to modernize the institution’s equipment that powers the base stations. “This will allow batteries to be charged faster.”
The Ministry has agreed on a list of objects that must have uninterruptible power supply, it will be transferred through the OVA to the Oblenergo. The Parliament has cancelled duties and VAT on the import of batteries and generators.
The Ministry of Digital Development is also working on reserving military-liable members of repair crews. After shelling, power outages or damage to base stations, they are the ones who restore the network and therefore must remain at their workplaces.
