So far we are only talking about two settlements.
The company “ENELT KAMCHATKA” in the status of a resident of the TOR “Kamchatka” invests about 2 billion rubles in the modernization of the energy of two settlements of the Kamchatka Territory – the village of Tilichiki and the settlement of Ossora. The project is being implemented on the basis of an energy service contract and an agreement with the Corporation for the Development of the Far East and Arctic (KRDV).
The investor has already concluded a service agreement with JSC Yuzhnye Elektricheskie Seti Kamchatki to provide Tilichiki and Ossora with affordable energy resources. The new energy complexes will not only increase energy efficiency, but also the level of safety of populated areas.
After all, outdated diesel power plants that have exhausted their service life will be replaced by modern automated hybrid energy complexes. Solar-diesel power plants with energy storage systems will provide a total annual electricity output of 26 million kW, fully covering the needs of two settlements.
“Obtaining the status of a TOR resident opens up new horizons for us in the Far East,” notes Evgeny Chernov, CEO of ENELT KAMCHATKA LLC. “Tax incentives and preferences will allow us to launch modern complexes as early as 2025-2026 that will produce electricity at a comparatively lower cost, saving a significant amount of traditional energy resources.”
Among the key advantages of the priority development area, the investor highlights tax benefits, the provision of a land plot for lease without bidding, provision of transport and engineering infrastructure, and the possibility of using the free customs zone procedure. These measures of state support will allow the project to be implemented within the planned timeframe.
“We are interested in attracting private investment in the development of renewable energy sources in local energy systems of the Far East and the Arctic,” emphasizes Maxim Gubanov, head of the energy and housing and communal services department of the Far East Development Fund. “Thanks to the preferential regime of the priority development areas, priority state tasks are being solved – development of territories, ensuring technological sovereignty, increasing the energy and environmental efficiency of the macro-region. The introduction of domestic local energy technologies will ensure guaranteed energy supply to consumers and improve the quality of life of people.”
It is worth noting that the construction of modern power supply facilities is part of a large-scale project implemented within the framework of a trilateral cooperation agreement between KRDV, ENELT Group and Bank Rossiya. The agreement, signed at SPIEF-2024, is aimed at modernizing inefficient diesel generation in the Far East and the Arctic through the introduction of autonomous hybrid power plants.
Today, TOR residents are implementing 150 projects in Kamchatka with a total investment volume of 156.03 billion rubles. 46 projects are already in operation, businesses have invested 71.11 billion rubles in the region’s economy and created 9,260 jobs. The experience of the Kamchatka TOR shows how private investment, multiplied by government support, changes the appearance of the region, making it more attractive for living.
