Last month, deputies and senators drafted a bill banning the sale of mobile devices in Russia without the pre-installed RuStore app store from VK. The authors of the initiative openly state that it is aimed primarily against Apple, which is already forced to comply with similar requirements in the EU.
In 2025, 19 Russian applications will be pre-installed on smartphones, tablets, PCs, monoblocks and Smart TVs sold in Russia. Among them are the Mir payment service, Gosuslugi, the RuStore app store, as well as a search engine, navigator, email client and messenger.
For computers and monoblocks, a browser, office suite and antivirus are also pre-installed. The list for TVs with the Smart TV function includes 18 applications, including video services, browsers and social network clients. The corresponding list has been approved by the Russian government.
The law on mandatory pre-installation of Russian programs has been in effect since April 2021. The list of applications is compiled by the Ministry of Digital Development, selecting the most popular programs with an audience of at least 500 thousand users.
