The State Duma of the Russian Federation has adopted in the second and third, final readings a law regulating the work of popular channels with more than 10 thousand subscribers in messaging services. The owners of such channels will be required to submit information about themselves to Roskomnadzor.
Channels not registered in the regulator’s list will be banned from placing advertisements, reposting their publications by other channels, and disseminating information about possible ways to finance the channel and its owner. Messenger owners will have to restrict access to personal pages whose owners have not provided information about themselves within 24 hours of receiving Roskomnadzor’s request. This rule will come into force on January 1, 2025.
The said law provides for changes in the relationship between telecom operators and subscribers, including foreign citizens and stateless persons, when providing cellular services. According to the new regulations, a Russian citizen may have no more than 20 SIM cards, and a foreigner may have no more than 10 SIM cards, including corporate ones.
In addition, the law obliges owners of social networks with a daily audience of more than 500 thousand people to provide information about users upon request from Roskomnadzor or the FSB. The composition of the information provided and the procedure for its transfer will be established by the government.
