“Three Fugitives Out of Five” in Honkai Star Rail is a hidden achievement that can be obtained in patch 2.4 by finding all the fugitives in the House of Shackles and witnessing their trial. This guide will show you how to do it.
How to start the hidden quest “Out of five people, three are fugitives”
Use the fast travel point “Scriptorium: Before the Passage” and run east from there. Climb the stairs and move to the central platform using the green teleporter.
Examine the information on any data terminal, after which Xuei and Chii will approach you. Talk to them to learn about the five fugitives who managed to escape from their cells in the House of Shackles.
All escapees in the House of Shackles in Honkai: Star Rail
Agree to catch all the fugitives for a special reward, then set out to find them. In fact, you only have to find three, so it won’t take you long.
When approaching a fugitive, the following message will appear on your screen: “I think the fugitives Xueyi was talking about are somewhere nearby. I’ll go take a look…”
The taciturn fugitive
To find the first criminal, after talking to Xueyi, use the green teleporter that leads to the southwest. Then look behind the large column on the right. The taciturn fugitive will be hiding there.
Cold Runaway
Use the Ice Prison I fast travel point on the -1 floor of the House of Shackles and run south from there towards the Evidence Vault. If the bridge is turned, use the button nearby to unblock the path. The cold escapee is hiding behind one of the containers near the southern wall of the vault (see screenshot 2).
Note: In the evidence vault, you can also help Shiratori and get the “Order a Proxy” achievement.
The polite fugitive
To find the third escapee, you need to go down to the -3 floor of the House of Shackles. From the “Hot Prison” fast travel point, cross the bridge to the next platform, and then use the green teleporter.
Run forward and walk along the suspension bridge towards the elevator. After that, immediately turn around and press the button to change the position of the bridge. This will allow you to climb onto the platform above.
The suave fugitive is hiding inside the container to the right of the large red screen. Look inside to find him.

Where to find Chii in the House of Shackles?
Once all three criminals are caught, you will receive a message from Xueya on your phone, asking you to find Chii when you have a free minute. She has prepared the promised reward for you.
Use the fast travel point “Scriptorium: Before the Passage” and run northeast from there. You will find Chii in the courtroom with three escaped criminals.
