Luke Smith and Mark Noseworthy are no longer with Bungie. They were affected by the management shakeup mentioned in the blog (Bungie).
Luke Smith was leading the development of Destiny 2, Mark Noseworthy was the studio’s general manager. According to Grubb, Noseworthy and Smith were working on a new Bungie game; the insider claims the project was put on hold.

The developers themselves have not commented on Grubb’s story. When announcing the layoffs, Bungie acknowledged that they would affect all levels of the studio, including management.
Bungie is cutting staff to save money: the studio has been generating losses for some time. The company will lay off 220 people, and another 155 developers will be integrated with Sony Interactive Entertainment – and, apparently, will work on more than just Bungie games.
