Prosecutor General of the Russian Federation Igor Krasnov during his speech at the Eastern Economic Forum put forward proposal to introduce regulatory control over the work of “shady” legal entities and individuals offering services on the Internet. In his opinion, this measure is necessary to protect the rights of citizens.
During the WEF session “Unique Opportunities of Russian Jurisdiction: Evolution of Legal Protection Mechanisms for Business,” Krasnov stated that there are a large number of “shady structures and individuals” on the global network that offer services to the population outside of any organizational and legal forms and without observing the guarantees established by law for citizens. He also noted that, as a rule, residents of other countries are drawn into such activities, as well as individuals who are trying to deliberately hide their occupation and income.
“Their pricing policy, dubious nature of services, lack of necessary obligations, lack of control, and often outright fraudulent intent today require a solution to the issue of regulating this area. Such a tool could be their verified electronic identification with the ability for consumers to verify their reliability and integrity,” the Prosecutor General believes.
He also added that special requirements may be established by law for service aggregators and electronic platforms that provide the opportunity to post commercial offers. As an example, Krasnov cited the current procedure for regulating the taxi market. The Prosecutor General proposed organizing a process for discussing approaches to regulating service services with the involvement of a wide range of interested departments and public institutions.
