The Kommersant newspaper, citing four informants, reported on discussions held in the Ministry of Industry and Trade regarding the introduction of rental certificates for video games, similar to films.
According to Kommersant, on November 20, the Ministry of Industry and Trade held a round table with the participation of representatives of the Russian gaming industry, at which, among other things, restrictions on the entry of international studios into the domestic market were discussed.
During the discussion, the idea was voiced to oblige foreign publishers and game developers to enter the Russian market to obtain an analogue of a distribution certificate, which is needed to release films in the country.
One of the potential criteria for obtaining a rental certificate for a foreign game was its adaptation to a future Russian console, the production of which was dedicated to a round table in the Ministry of Industry and Trade.
According to Vladimir Prokuronov, director of the Gaming Industry Association, before making protective demands, you should first think about creating attractive conditions for Russian and foreign publishers.
Prokuronov believes that publishers will spend huge resources on a local console only if this market is promising for them, and the console itself has a huge ecosystem that cannot be ignored.
Market participants also fear that the sale of rental certificates will result in the refusal of foreign developers from the Russian market and retaliatory measures by foreign platforms against domestic studios.
