Large IT companies with revenues of over 1 billion rubles may be required to provide support to universities, including providing them with technical equipment, sending employees to teaching positions and organizing internships for students. This will be a mandatory condition for obtaining accreditations and benefits, Kommersant reported.
Fulfillment of the new duty may become a mandatory criterion for obtaining accreditation and tax benefits for IT companies with revenues of more than 1 billion rubles. Companies will need to enter into agreements with universities, including regional ones, and coordinate training programs with them. “Involving companies in the educational process will be a prerequisite for them to maintain benefits and will help improve the qualifications of graduates”– confirmed the information in the Ministry of Digital Development. This will affect organizations that have already established a foothold in the market; startups will be exempt from the new obligation.
The department requested information from universities about the average cost of training for individual parts of the programs – this will help assess the financial costs of the initiative; “It’s too early to talk about specific numbers”the ministry said, confirming that such a letter was indeed sent.
Working with human resources in the IT industry is expensive – this applies not only to salaries for specialists, but also to selection and hiring procedures, which is why large companies turn to universities, said experts interviewed by Kommersant. Rostelecom today cooperates with 28 partner universities, Yandex Education has 33 such partner universities. The importance of interaction with educational institutions was confirmed by Greenatom (part of Rosatom). Not every software developer will be a good teacher, but businesses should be involved in creating educational programs, attracting trainees and evaluating their work.
The degree of participation of companies in the educational process is unlikely to have a significant impact on their financial position – we are talking about 5% of funds that are saved on tax benefits, the head of the Ministry of Digital Development, Maksut Shadayev, said earlier. Today, the register of IT organizations with state accreditation includes about 18,000 companies.
