The Ministry of Digital Development of the Russian Federation plans to create a database of biometric samples (voice samples) of telephone scammers to combat them. The head of the department, Maksut Shadayev, spoke about this during the inter-industry conference “Customer Safety Comes First” that took place this week. According to the minister, a large package of measures to combat fraud is currently being discussed, and the creation of a biometric database is included in the list of these measures.
A source close to the Ministry of Digital Development explained that biometric samples of attackers will be transferred to the Ministry of Internal Affairs only if the affected subscriber writes a statement about the crime, and the operator has at his disposal a recording of the conversation with the fraudster. In this case, the recording will be transferred with the consent of the subscriber as part of operational-search activities.
Currently, voice traffic is written in accordance with the requirements of the so-called “Yarovaya Law,” the source noted. He added that whether these records could be used to combat fraud would be determined by separate legislation. It was also said that MTS and T-mobile have implemented a paid function that allows them to warn subscribers about suspicious calls that are recorded automatically.
The Ministry of Digital Development plans to give telecom operators the opportunity to use artificial intelligence in phone calls. According to Maksut Shadayev, such technologies will make it possible to identify attempts to influence subscribers. He added that all these measures are planned to be included in a separate law on cybersecurity.
As for the collection of biometric information (voice samples), it is assumed that the database will be formed by integrating data from telecom operators who have information about phone calls made. Sergey Afanasyev, project manager for legal research and legal support of the NTI Central Committee on big data based at Moscow State University, spoke about this. He added that the voices of scammers who have already called victims will be added to the database for subsequent recognition and prevention of repeated fraud attempts. It is also possible to collect biometric data based on new calls, for which it is planned to use a special AI algorithm.
The CEO of the ST IT group of companies, Anton Averyanov, believes that such a database can be formed on the basis of already recognized cases of fraud, based on police data. “For example, if a person has committed fraudulent actions from his personal card and previously submitted his biometrics, forcibly withdraw it from the general database to prevent future fraud. The main thing is to ensure the special security of such a base, because its leak threatens with negative consequences for all persons located in it.”says Mr. Averyanov.
