The YouTube service sent some users a notification that Roskomnadzor had included their videos describing methods for bypassing blocking in the register of prohibited information on the basis of Part 7 of Article 15.1 of the Law “On Information, Information Technologies and Information Protection.” In this regard, YouTube warns users that if they do not delete such videos themselves, their content may be blocked by the service.
Roskomnadzor confirmed that demands to remove materials promoting the use of VPNs and other methods to bypass blocking were sent to YouTube. “To date, the YouTube administration has not fulfilled the requirements to remove more than 300 materials that popularize the use of VPN services and other programs to bypass blocks of access to content that is illegal in Russia.”– the source quotes the representative of Roskomnadzor as saying.
Let us recall that on March 1, 2024, changes to the government decree came into force, allowing Roskomnadzor to block resources with information on methods of bypassing restrictions on access to information, the dissemination of which is prohibited in the country. In addition to sites that publish prohibited information, the agency may restrict access to content that encourages the use of methods to bypass blocking. From November 30, information of a scientific, scientific, technical and statistical nature regarding VPN services will also be subject to this ban. The only exception will be information to ensure secure remote access. The ban will be in effect until September 1, 2029.
