Roskomnadzor confirmed that exercises are planned for December to ensure the stability, security and integrity of the Internet in Russia. These measures will not affect user access to the global network, the department assured.
Roskomnadzor’s statement came after a copy of the Central Bank’s letter was circulated on social networks the day before. The document says that Roskomnadzor has planned exercises for December, during which “a scenario will be developed to disable access to the foreign segment of the Internet in certain regions”. Russian banks that need access to the foreign segment of the Internet are therefore recommended to notify Roskomnadzor before November 15.
“During the exercises, together with telecom operators, the efficiency of the key replacement infrastructure is revealed in the event of a deliberate shutdown of the Russian segment of the Internet from outside and information systems are identified whose performance depends on communication with services, libraries and other resources located in foreign communication networks. The checks do not affect Internet access for Russian users.”said the press service of Roskomnadzor.
The purpose of the events is to “to confirm the readiness of the Russian Internet infrastructure to ensure the availability of key foreign and Russian services in the event of deliberate external influence”. Such exercises are held annually and are provided for by Russian Government Decree No. 1316 of October 12, 2019 – their schedule is approved by the Ministry of Digital Development in agreement with Roskomnadzor and the FSB.
In accordance with the “Law on Sovereign Runet” – a package of amendments to the laws “On Communications” and “On Information” – which entered into force on November 1, 2019, an independent infrastructure has been created in Russia, which, if it is impossible to connect to foreign root servers, will provide routing to Russian segment.
