According to the SSOP Center for Monitoring, the GlobalCheck service, which reported the restoration of YouTube, is not intended to assess the quality of Internet resources – it only checks the availability of IP addresses and the presence of site blocking.

On November 13, Vladimir Putin held a meeting with the head of Mosfilm, Karen Shakhnazarov. Among other issues, the situation with the slowdown in Russia of the YouTube video service, which the head of Mosfilm called “inappropriate”. According to Shakhnazarov, Putin promised “look and understand”.
Yesterday there were reports about the restoration of YouTube functionality for Russian cellular operators, but the service opened without problems for not everyone. In particular, in Yandex’s “Video Search” there were no changes in the functioning of video hosting. In the vast majority of cases, landline Internet subscribers do not report an improvement in the quality of YouTube.
Today, press secretary Dmitry Peskov commented on the situation. According to him, most of the problems with the accessibility of YouTube are related to the position of Google, which does not comply with the requirements of Russian legislation. He also questioned the primary importance of YouTube video hosting for Russians. However, he confirmed Putin’s intention to deal with the current situation.
