Roskomnadzor included WhatsApp in the register of information dissemination organizers (ORI), as evidenced by an entry on the regulator’s website dated December 19. As RB.RU reports, on this day 11 more services were added to the ARI registry, including the Skype application, a platform with a package of services for collaboration and communication Wire, a free corporate messenger using end-to-end encryption Element and a free mobile application for instant messaging for smartphones KakaoTalk.
According to the federal law “On Information, Information Technologies and Information Protection,” the organizer of information dissemination is a person engaged in activities to ensure the functioning of information systems and (or) computer programs for receiving, transmitting, delivering and (or) processing electronic messages from Internet users.
ORI are obliged to notify the RKN about the beginning of their activities, and also store for six months in the territory of the Russian Federation information about the facts of reception, transmission, delivery and (or) processing of voice information, written text, images, sounds or other electronic messages of Internet users, and provide this information to authorized government bodies carrying out operational investigative activities or ensuring the security of the Russian Federation.
As of December 20, 456 services and companies were included in the ORI register, including Yandex Bank, Yandex Music, VKontakte, the Pikabu forum and others.
WhatsApp is the leader among instant messengers in popularity among Russians. According to Irina Suanova, head of Mediascope’s customer service department, in October it was used by 79% of the Russian population over 12 years of age, and 67% of Russians logged into it every day.
