The Government of the Russian Federation has canceled the ability to make calls via the Internet to mobile and landline phones, which is used by attackers for illegal actions, as stated in Resolution No. 1898 of December 26, published on the Cabinet of Ministers website.
In pursuance of this resolution, the license for the transmission of Internet data with the overlay of voice information was excluded from the list of licenses for the provision of communication services. Fraudsters actively used such technologies because they made it possible to spoof telephone numbers. “Now this type of telephone fraud will be seriously limited, since the possibility of connecting data networks to telephone networks will be excluded,” – reported in the document.
As stated in the resolution, this measure will not affect ordinary telephone users, as well as those who use voice communications in instant messengers for communication. In this case, special programs are used that provide communication via the Internet without access to the landline and mobile telephone networks, the document explains.
This week, information leaked to the media that the Ministry of Digital Development and Roskomnadzor (RKN) are discussing the introduction of restrictions on calls in instant messengers due to the activity of scammers. According to Kommersant’s sources, two scenarios were considered: blocking voice traffic only from abroad and a complete ban on voice calls in instant messengers. According to MegaFon, the share of fraudulent calls in instant messengers has grown from 1 to 40% over three years.
After, at the request of the RKN, operators began blocking calls from subscribers of companies not connected to the Antifraud system in the summer, scammers increased activity in the Telegram, WhatsApp and Viber messengers.
As RBC reported with reference to data from the Informzashchita cyber fraud center, about 70% of fraudulent calls in instant messengers come from abroad.
