The Ministry of Industry and Trade has prepared a draft amendment to Government Order No. 719, which plans to strictly localize the production of Russian printed circuit board production equipment. The new regulations affect 13 types of equipment (including machining, X-ray inspection and chemical processing machines) as well as critical parts and raw materials. The transition to a points system will be carried out in stages: from 2027 to 2033, it is planned to systematically increase the requirements for developers.
The ministry expects the move to spur demand for Russian technical equipment. However, market participants and subject matter experts note serious difficulties: domestic analogues are still produced in single samples, the accuracy of existing technical solutions is limited to 3-4 microns, while modern electronics at level 5 and above require fundamentally different powers. Experts say a full transition to domestic machines will take decades.
