“Communications operators Beeline, Megafon, MTS and T2 will be able to deploy 5G networks within their existing radio frequency ranges previously allocated to the LTE (4G) standard and use foreign base stations installed on the network before September 1, 2026. It is expected that by the end of 2028, 5G networks will start operating in the 4.63-4.99GHz frequency band in the most popular areas of Russian cities with a population of more than 1 million, and gradually expand coverage within three years.
The Ministry of Digital Development pointed out that the plan is to start a phased transition to domestic equipment in 2027 and is expected to be fully completed by the end of 2031. It is speculated that the Russian device will use the domestic encryption algorithm NEA 7 (“Grasshopper”), which is not currently supported by any foreign-made smartphones.
