Cyber threats in the Netherlands are becoming increasingly serious, as the increasing use of artificial intelligence makes it easier for foreign criminal organizations to launch attacks in the Netherlands. According to police and prosecutorial research, digital criminals can no longer be categorized. This may involve so-called state actors (such as other countries), or independent international cybercriminal networks, for example. Digital crime is occurring more frequently and faster, in part due to the introduction of artificial intelligence.
“Faster and larger cyberattacks are possible,” police and prosecutors said. “We are also seeing the emergence of a new generation of young Western cybercriminals who are involved in activities such as data and cryptocurrency theft.”
The threat from “state actors” is particularly compelling. “Classic military tactics” are no longer always used, emergency services and justice organizations write. “Countries are increasingly using hybrid warfare, combining traditional military means with covert influence, cyberattacks and disinformation. This is blurring the lines between cybercrime and national security.”
Easier to put pressure on victims
Cyberattacks are increasingly carried out by international professional groups. Today, criminals can work together quickly and flexibly. Additionally, knowledge can be shared more quickly.
National Cybercrime Prosecutor Christa de Pagter explains the consequences of this: “We see data from previous hacks combined with newly stolen data. This allows criminals to approach victims in an increasingly targeted way. For example, they impersonate banks or crypto platforms. They can put intense pressure on victims to take immediate action. In this way, Dutch citizens, companies and organizations are affected.”
Artificial intelligence can sometimes make cybercrime easier
The introduction of artificial intelligence will also significantly change cybercrime. “Artificial intelligence cannot fundamentally change cybercrime, but it can increase the speed, scale and effectiveness of cybercrime,” police and prosecutors said. “For example, artificial intelligence can be used for phishing, developing malware and hunting for vulnerabilities.”
Major AI services such as ChatGPT and Gemini have implemented security measures to prevent abuse, but criminals continue to find ways to circumvent these measures.
Fighting cybercrime requires international cooperation
Police and prosecutors say it is important that cybercrime is no longer seen as their sole province. “An effective approach requires collaboration between the public and private sectors and international investigative services.”
Police and prosecutorial services are now investing in expertise but also committing to a wider social approach. “Not only is investigation and prosecution important, but also prevention, disruption and prompt notification of potential victims. Public and private groups also play a vital role in this.”
