Petrie said engaging with her would also require a degree of negotiation. Additionally, you’ll have to negotiate not only with the empire’s central powers, but also with local groups directly involved in planetary conflicts.

However, diplomacy does not make Total War: Warhammer 40,000 a game where most opponents can be peacefully persuaded. It will become more difficult to reach agreements with openly hostile factions, and it will become apparent that some conflicts will be nearly impossible to resolve through negotiation. Even in this case, however, the diplomatic system must influence the relationships that develop between the parties to the conflict.

This approach is very much in keeping with the nature of Warhammer 40,000. An empire is not a single army operating with perfect coordination, but a vast system of numerous organizations, orders, military units, and officials whose interests are not always aligned. Creative Assembly intends to use this cosmic structure to create more complex political components of the campaign.

As a result, Total War: Warhammer 40,000 requires players to do more than just plan battles and manage armies. Sometimes, to achieve a certain goal, you have to seek support from people who may appear to be on the same side, but who have their own demands and interests. And trying to solve a problem in the simplest way can unexpectedly affect a player’s standing throughout the empire.
