The Russian government has included 11.7 billion rubles in new technology tax revenue in the 2027 federal budget draft. In subsequent years, annual collections will increase to 12.4 billion rubles, while at the beginning of 2026 they are expected to be just over 1 billion rubles.

The fee will be levied on manufacturers and importers of smartphones and laptops starting December 1. The basic rate for smartphones is 373 rubles, for laptops it is 746 rubles, and the presence of goods in the labeling system will reduce the payment, while the absence of the labeling system will significantly increase the payment.

It’s worth noting that the current forecast is several times lower than the Treasury Department’s original estimate, as server equipment and components were excluded from the collection. The funds raised will be used to support the development of the domestic electronics industry and microelectronics.
