If you approach an intersection where there is a sign with a green arrow next to the red light, behave as you would at a stop sign before turning right and bring your vehicle to a complete stop before the traffic light. Only once your vehicle has come to a stop and you have checked whether the road is clear are you allowed to turn right despite the red traffic light.
If the traffic light is green, the sign with the green arrow has no meaning because the traffic light signal clears the road anyway.
There is no obligation to actually turn at this traffic sign. If you feel unsafe or cannot fully understand the traffic, just wait until the traffic light turns green.
Other road users who are standing in front of you at such an intersection despite a sign with a green arrow should not harass you by honking or signaling lights.
