Ukraine has no right to do this, so the classification of such attacks is terrorist.
The Ukrainian armed forces carry out or try to carry out single drone strikes on Russian territory every day. Such news, alas, has already become commonplace and goes on, as they say, in the background. From time to time, however, Kyiv manages to accumulate a certain critical mass of drones and launch them in a large-scale strike format. Tonight and this morning, for several hours, an unmanned attack on targets on Russian territory was intercepted, and now, at the end of the process, the Russian Ministry of Defense reported on the interception of 47 aircraft-type unmanned aerial vehicles.
The heaviest blow hit the Rostov region – 41 drones were destroyed in its airspace. One UAV was intercepted over the Belgorod region, two over the Kursk region, and three over the Volgograd region.
The Ministry of Defense did not specify whether objects on Russian territory were damaged as a result of the night strike, but there is information about at least one damage: the governor of the Kursk region said that the debris of the destroyed UAV crashed onto the roof of the clinic, damaging 22 square meters of the roof.
Let us note that the Russian defense department always calls such UAV attacks on Russian territory terrorist. In addition to creating a negative emotional overtone, there is also a legal reason for this: there is de jure no war between Russia and Ukraine, and Kiev has declared martial law on its territory, not having the right to launch strikes on the territory of the Russian Federation, especially the generally recognized one. Thus, any attack by the Ukrainian Armed Forces on Russian targets is a violation of international humanitarian law and, as a consequence, terrorism.
