The director of Dragon's Dogma 2 makes it clear that Capcom has put all its effort into making the sequel very fun, so much so that riding a horse to travel is not even necessary.

Recently, in an interview with Automaton, the game's director, Hideaki Itsuno, spoke about one of Capcom's main goals for this game: make the open world feel extremely engaging for the player.
Basically, Itsuno says that fun has to be the first thing the player feels when traveling through the world of Dragon's Dogma 2. The path cannot be a procedure, but rather one of the strong points of the adventure.

“Our goal was to prepare a path so fun that players wouldn't feel the need for a horse,” Itsuno explains in relation to typical forms of movement in an open world video game to save scanning time.
“We've built a lot of 'fun' into the map so players don't get bored along the way, and our development policy was to make it a pain to ride,” the director noted, setting the record straight.
“I think in games that use unrestricted fast travel, the emphasis is on the content between trips, but in Dragon's Dogma 2, the emphasis is also on the experience of the trip itself,” says Hirabayashi, producer of this sequel.
“For example, the night is very dangerous due to limited visibility, and the fear of night gives meaning to distances. If you are going to spend the night traveling to a distant destination, you should make sure you bring enough oil for your flashlights,” explained.
“Before leaving your base you should think about whether you should bring camping equipment and make the necessary preparations. Our goal was to create a rhythm of tension and relaxation,” the playable loop will depend a lot on this travel system.
Basically, Traveling on foot will make it possible to experience new developments or discover alternative routes. “You can feel a sense of adventure and I think that each user will be able to experience something different even on the same path,” commented the producer.
