A summary of the changelog for patch 1.3 for Skull and Bones is easy at this point – there isn't one. Instead, during the most recent developer livestream for the upcoming update, the only statement made was that “some quality-of-life improvements are coming that many of you have been waiting for,” as Senior Community Developer Alexis Cretton explains.
According to YouTuber HonestlyBretter, this will include voice and text chat, which may be implemented. In addition, “more PvP options” and the ability to open multiple treasure chests in one go will be added. Due to the lack of patch notes, this is just speculation; we probably won't get any concrete information before Tuesday. It is doubtful whether this will be enough to save the live service game from shipwreck given the tenor of the Twitter announcement: There are a lot of comments about the low number of players funny or criticize the game directly for numerous bugs and missing endgame content.
