There will be official support for generating personnel, but later.
Dragon's Dogma 2 does not yet support DLSS 3: the game uses upscale from DLSS 2, but does not generate frames. The developers promise to add frame generation later, modder PureDark has already implemented it.
Usually PureDark releases its modifications only for paid subscribers; frame generation for Dragon's Dogma 2 is an exception: the modification is available for free. You can download the library here.
As the modder explains, his modification simply activates a hidden implementation of DLSS 3, rather than adding it from scratch – which is why it was decided to make the project free.
To install the modification, you need to transfer all files to the main directory of Dragon's Dogma 2. Then you need to enable DLSS and Nvidia Reflex in the game settings, use the End key to switch frame generation.
Capcom did not specify why frame generation was not included in the release version of Dragon's Dogma 2. Perhaps there are some problems in its implementation.
