
Russian authorities estimate that the total burden of new technology fees on domestic electronic product manufacturers and importers within six years is 136 billion rubles, equivalent to approximately 22.7 billion rubles per year. The new fee calculation rules will be published by the Ministry of Industry and Trade for public discussion, which will end on August 25, 2026, and the mechanism itself will start operating on December 1, 2026.
According to the draft resolution, payment of a technical fee will become a mandatory condition for any electronic product to enter circulation – otherwise, the product will not be able to obtain a label in the “honesty mark” system and cash registers will prevent its sale. The mechanism will operate on a prepaid basis through automated integration with Honest Sign, GISP and federal tax services systems. At the same time, data on the number of importing companies unexpectedly disappeared from the document, although the number of manufacturers remained at 7,605.
Experts and market participants interviewed agreed that companies will inevitably pass on any additional costs to end consumers. Experts stress that key risks include rising costs, a possible narrowing of the range of available goods and the lack of a transition period leading to temporary delays in deliveries.
