In the current version of the third set of measures to combat online fraud (“Anti-Fraud 3.0”) developed by the Ministry of Digital Development, the controversial requirement for mandatory authorization of users on foreign websites and applications that only use Russian phone numbers is excluded.
According to Vedomosti, the updated draft also no longer requires foreign online resources to store registration information for three years and transfer this data to security forces upon request.
Experts and analysts interviewed by the publication (including Telecom Daily CEO Denis Kuskov and lawyer Maxim Ali) agreed that this decision insulates the market from serious risks: otherwise, it would be easier for foreign platforms to completely block access from Russia rather than create separate infrastructure. At the same time, the document retains requirements for telecom operators to verify customer identity and retain network details for three years, and continues discussions with the industry and departments on anti-fraud measures.
