
The largest printed circuit board manufacturers have jointly formed the ANO “Printed Circuit Board Alliance” (including Yadro, GS Group, Rezonit and Tekhnotech) and sent a formal letter to the Ministry of Industry and Trade requesting the relaxation of the new requirements for product localization in Government Decree No. 719.
Market players said a forced switch to Russian raw materials against a backdrop of sanctions restrictions and logistical difficulties could disrupt peak production in the fourth quarter and increase material costs by 2 to 8 times.
Industry experts point out that domestic similar products are not yet able to stably supply complex plates in large quantities, and materials positioned in Russia are often mainly imported semi-finished products, with prices and quality inferior to Chinese products.
As a solution, the association suggested making domestic materials optional rather than mandatory until there are at least 3-5 reliable suppliers for each critical project.
