Conditions for Russian electronics developers to receive subsidies tightened

The Ministry of Industry and Trade has approved a list of radio electronic products whose manufacturers will be able to apply for grants to develop domestic solutions. According to Cnews, the state will only provide support for specific positions on the approved list.

The list includes IP blocks for integrated circuits, semiconductors, electronic modules, smart cards, printed circuit boards, storage devices, single-board computers, laser and optical equipment, cameras, microphones, laptops and communication equipment. The measure is intended to complicate plans for developments using foreign components to be passed off as Russian – the document provides for the replacement of imported solutions with domestic ones.

As conditions tighten, opportunities for developers will simultaneously expand, experts say. The inclusion of IP blocks, single-board computers, and telecommunications equipment in the list is intended to support independent projects; however, control issues regarding foreign (mainly Chinese) products remain unresolved.

Starting from 2022, the Ministry of Industry and Trade will convert some categories to a points system: points will be given for technical operations, and registered products will enjoy priority in government procurement. In 2023, the rules changed and 4,000 positions out of 7,700 remained on the list. In 2024, the Ministry of Industry and Trade suspended subsidies to electronics manufacturers during the review stage of funded projects. The authorities plan to allocate approximately 210 billion rubles for microelectronics development in 2024 and 2025-2027. — 175.3 billion rubles. Experts estimate long-term investment needs amount to several trillion rubles.
