This is blurring the lines between cybercrime and national security.”

Easier to put pressure on victims

National Cybercrime Prosecutor Christa de Pagter explains the consequences of this: “We see data from previous hacks combined with newly stolen data. This allows criminals to approach victims in an increasingly targeted way. For example, they impersonate banks or crypto platforms. They can put intense pressure on victims to take immediate action. In this way, Dutch citizens, companies and organizations are affected.”

Artificial intelligence can sometimes make cybercrime easier

The introduction of artificial intelligence will also significantly change cybercrime. “Artificial intelligence cannot fundamentally change cybercrime, but it can increase the speed, scale and effectiveness of cybercrime,” police and prosecutors said. “For example, artificial intelligence can be used for phishing, developing malware and hunting for vulnerabilities.”

Major AI services such as ChatGPT and Gemini have implemented security measures to prevent abuse, but criminals continue to find ways to circumvent these measures.

Fighting cybercrime requires international cooperation

Police and prosecutors say it is important that cybercrime is no longer seen as their sole province. “An effective approach requires collaboration between the public and private sectors and international investigative services.”

Police and prosecutorial services are now investing in expertise but also committing to a wider social approach. “Not only is investigation and prosecution important, but also prevention, disruption and prompt notification of potential victims. Public and private groups also play a vital role in this.”
